What do I have to do for the new scheme that will take effect on April 21?
A new European Animal Health Regulation will come into effect on 21 April 2021 and as a part of this all horse farms in the Netherlands must be included in the central database of the RVO.
Whether you keep your horses as a hobby or as a professional, you are obliged to keep track of which horses are present in your stable(s) or pasture and when. You must be able to submit this administration at any time during the inspection.

✔ All horses that are at these locations for longer than 30 days
My horse is housed at a boarding stable or riding school
✔ You do not need to take any action. The boarding stable or riding school will ensure that your horse is reported to the RVO.

*The birth notification of a foal (born in the Netherlands) is done by the studbook that issues the passport, you only need to make a delivery notification.
How do I report a horse to the RVO?
STEP 1
You apply for a UBN number at the RVO.
The UBN number is a unique company number. Caution! You also need a UBN number if you, as a private individual, want to report your horses to the RVO. As a private individual you can request this with your DigiD.
You can request a UBN number at mijn.rvo.nl.
If you already have a UBN number, you must link the category equine species to it in the RVO system.
STEP 2
With your obtained UBN number you can register your horse in the following 2 ways. (Cost for reporting are not known.)
